Rice Export from India

Rice exports from India
India’s rice exports during the current calender year (CY 2005) are expected to increase to 4.5 million tons Large exports in June and July are mostly to African countries and Saudi Arabia. Although rice exports to Bangladesh have declined sharply since May, a resumption in exports to Bangladesh over the coming months is likely.
Rice exports remained strong in May at 425,000 tons (100,000 tons basmati and 325,000 tons non-basmati), Exports were mainly to Nigeria, Saudi Arabia, South Africa, Ivory Coast, and other African countries. One Indian rice exporter made the lowest offer, at $258.75 per ton, to supply 20,000 tons of parboiled rice against the Bangladeshi tender for 50,000 tons.
According to a report by GLobal Agriculture Information Network (GAIN), government rice procurement in marketing year (MY) that ended in June 2005 reached a record 24.2 million tons, compared with the previous record of 22.9 million tons in MY 2003/04.

Flood-hit Vietnam may curb rice exports
10/5/2005
HANOI, Oct 4 (PER CENTReuters):
Vietnam may halt rice exports for the second time this year to ensure there is sufficient food for people hit by recent flash floods, Deputy Prime Minister Nguyen Tan Dung was quoted by state media today as saying.
Dung urged the Agriculture and the Trade Ministries to report rice shipments so far and provide export projections for "a timely instruction on the halt of rice exports to ensure food security", the official Tien Phong newspaper said.
Typhoon Damrey and flash floods struck northern Vietnam last week, killing 69 people and destroying 318,000 hectares (786,000 acres) of crops, mainly rice, a government report said. Seafood and salt production were also hit by the disaster.

Anti dumping US Rice

A World Trade Organization panel has found Mexico unfairly imposed antidumping tariffs on U.S. rice, but Mexico will appeal the decision, the Economy Department announced Wednesday. The dispute "is still far from concluded," the department said in a news release. Mexico imposed the tariffs on U.S. white long grain rice in June 2002, claiming it was being sold in Mexico at unfairly low prices, damaging Mexican producers.
U.S. officials raised the issue before the WTO a year later.
In 2002, Mexico imported $103 million in rice from the United States, making it the largest foreign market.

Caribbean community seeks to eliminate obstacles to rice trade

HAVANA, March 15 (Xinhuanet) -- The Secretariat of the Caribbean Community (CARICOM) said on Tuesday that the organization will work out a project to eliminate obstacles hindering rice trade in the region, reports reaching here said.
The trade ministers of the member states, together with rice producers and traders, will hold a meeting at Georgetown, Guyana, at the end of this month to revise the commercial norms for the product, according to the institution.
The participants may encourage more exports of rice from Belize,Guyana and Surinam, three major producers of the grain in the Caribbean, local reports said.
The meeting will also analyze the mechanisms of payment in accordance with the Common External Tariff of CARICOM, which reportedly have been violated by some governments.
The 15-member CARICOM was founded in 1973, replacing the Caribbean Free Trade Association established in 1968.

India may pass U.S. in rice exports

The United States, now the world’s third largest rice exporting nation, is expected in the next five years or so to be overtaken for that position by India
“Exports by India are projected to steadily increase over the next decade as high internal prices stimulate production and exportable supplies,” according to the February 2005 USDA Agricultural Baseline Projections to 2014 report by the Interagency Agricultural Projections Committee.
India exports low quality long grain rice and smaller quantities of high quality basmati rice.
In the United States, rising domestic demand and a slower growth rate in yields are expected to “constrain the expansion of rice exports,” the report noted.
Global rice trade is projected to average a 2.3 percent annual growth rate from 2005 through the end of the decade.
By 2014, it is expected to reach more than 34.5 million tons, over 20 percent higher than the world record production of 2002.
International rice trade consists predominantly of long grain varieties, which also account for the bulk of expected growth in trade over the next decade, the report said.
Expansion in medium grain rice trade is expected to be “much slower,” despite the partial opening of Japan’s and South Korea’s domestic markets to imported rice as part of World Trade Organization commitments.
Rising food demand from rapidly-growing populations in Indonesia and Bangladesh will generate much of the expected growth in global rice imports. Already two of the world’s leading rice importers, their share of global imports is expected to double during the decade.
Sub-Saharan Africa and the Middle East will also be major destinations, as rapidly expanding populations and rising incomes spur strong demand growth.
Thailand and Vietnam, the world’s largest rice exporting countries, will account for nearly half of all rice exports during the 10-year period, the report said. Rising production, mostly due to higher yields, and declining per capita consumption will drive both countries’ export expansion.
Rice exports from China, typically the world’s fifth leading exporter, are projected to increase early in the decade, then level off as production growth stagnates, with higher yields being offset by declining planted area.

High Thai rice prices may send buyers elsewhere

A rise in domestic prices and stiff global competition took their toll on rice exports from Thailand in February, with total volume falling 20% year-on-year and declining monthly for the fourth month in a row.Vichai Sriprasert, the president of the Rice Exporters Association, said government market intervention had distorted market prices by offering high pledging rates for 2004-2005 paddy, which has in turn pushed up prices for rice exports, making them less competitive in the global marketplace
Vietnam generally ships most of its 3.5 million to 3.8 million tonnes of rice export volume early in the year. Therefore, wise buyers generally buy inferior rice grades, anywhere from 10-25%, from this market due to its more competitive prices.
According to the Foreign Trade Department, the world's rice supply for 2004/2005 will be 402.1 million tonnes, far less than demand, which has been pegged at 411.1 million tonnes.

Net rice sales of 154,300 MT — a marketing-year high — were 60 percent above the previous week and two and one fifth times the prior four-week average. The major buyers were Japan (41,500 MT), Jordan (40,200 MT), Mexico (12,000 MT), Nicaragua (10,000 MT), Ghana (9,000 MT), and Nigeria (7,000 MT).
Exports of 70,900 MT were 27 percent below the previous week, but equal to the prior four-week average. The primary destinations were Haiti (13,600 MT), the United Kingdom (8,900 MT), Canada (8,400 MT), Saudi Arabia (7,100 MT), and Ghana (5,300 MT).

What’s behind the current rice price weakness for U.S. long grain rice?

Excess rice supply is weighing heavy on the U.S. rice market. What’s behind the current rice price weakness for U.S. long grain rice?
• USDA estimates record 2004 U.S. all rice production and supply at 231 million hundredweight and 268 million hundredweight respectively and ending stocks at 40.1 million hundredweight, the largest since 1986. U.S. all rice production is 21 percent larger than 2000 production.
• USDA estimates record 2004 U.S. long grain rice production at 169 million hundredweight and the second largest supply at 190 million hundredweight. Ending stocks are estimated at 22.5 million hundredweight, the second largest since 1986.
• Asian export competitors and Latin American rice producers are currently in varying stages of harvest. With 2004-05 world milled rice production at 402.1 million metric tons, the second largest on record, short-term potential for new export business (especially in Latin America where ending stocks are the second largest in the past five marketing periods) is limited.

Rice Trade 2005 Forecast

Forecasts for the 2005 paddy season have been released by several countries in the Southern Hemisphere, which have started planting their main paddy crops. Again constrained by a lack of water for irrigation, Australia expects to harvest less than half the levels achieved prior to 2003. The 2005 outlook is also poor in South America, where insufficient rainfall has delayed plantings. Based on early forecasts from the countries, production could fall in Brazil and in Uruguay. On the other hand, production is set to keep rising in Argentina.
On the demand side, Brazil, China (mainland), the Islamic Republic of Iran, the Philippines and the United States are all anticipated to reduce their imports in 2005. Nigeria could also purchase less, if the current protective policies become more effective. By contrast, imports to Bangladesh and Indonesia are likely to rebound.
International rice price prospects in the coming months will depend to a large extent on the size and quality of the harvests currently under progress. However, with production setbacks anticipated in several of the major exporting countries, supplies available for trade in 2005 might be limited. As import demand is anticipated to remain strong, the current world rice price weakness is likely to be only temporary and quotations could regain momentum next year.

WASHINGTON, March 1, 2005-The Department of Agriculture's Commodity Credit Corporation today announced the prevailing world market prices of milled and rough rice, adjusted for U.S. milling yields and location, and the resulting marketing loan gain (MLG) and loan deficiency payment (LDP) rates applicable to the 2004 crop, which will become effective today at 3:00 p.m., Eastern Time (ET). Rough rice prices decreased $0.13 per cwt for long and medium grain, and $0.12 for short grain. MLG/LDP rates increased by corresponding amounts.
