Double whammy for basmati farmers in Punjab

Rice industry experts believe there’s an urgent need for the governments to implement reforms in the rice intrade.
What is happening in Punjab and Haryana, where a majority of farmers are deprived of profits even after basmati rice prices have risen, could have been avoided had there been a better mechanism of payments.
In the markets of Punjab and Haryana, basmati prices have seen a sudden rise during the past few weeks. The basmati variety PUSA 1121 is now fetching between Rs. 3,000-3,100 a quintal, which was being sold in the range of Rs 1,300 to Rs 1,800 per quintal early this month. Besides, the price of the 1509 variety has also jumped to Rs. 1,800 a quintal as against Rs. 1,000-1,200 a quintal, traders said.
Farmers allege that traders and commission agents of being in hand in glove.

Consumer preferences for buying Rice
Cleanliness: This attribute relates exclusively to paddy and rice management along the post-harvest segment of the commodity chain.
Swelling Capacity
This attribute, however, is also influenced by the management of postharvest
operations. While, according to rice breeders there is a relation between paddy variety and
their swelling capacity, food technologists explain that the high swelling capacity of paddy is
due to a better drying and a longer storage (one year or even more).
Price: Prices can be considered by several customers as a reliable indicator of rice quality attributes, therefore high prices would be synonymous with high quality rice and therefore used as a criterion for selecting the product
Taste : Taste, availability and grain shape are subsequently reported

Recent Developments
“A syndicate has been created in Iran on the pretext that it’s easier to monitor quality of Indian basmati. There are 5-10 importers who work with a few exporters from here. It’s skewing the market in favour of the buyer and driving prices down”
